This report highlights the current and projected learning disability needs in Bolton, potential service implications and current use of learning disability services. The data and analysis is based on the Planning4care Learning Disability methodology and tool which:

  • Produces locally sensitive baselines and projections of demand for services by LD groups;
  • Models cost and service implications based on locally adjustable scenarios of demand and service patterns;
  • Is designed for easy access by users;
  • Is practically robust and requires a manageable amount of data input;
  • Has outputs that can translate into quantifiable service requirements;
  • Achieves a balance between over-simplification and over-complexity;
  • Produces a credible evidence base for planning and commissioning.

This report will be of use to anyone involved in the commissioning or redesign of learning disability services in Bolton. 

Background

  • Learning Disability Partnership Boards have now reported annually on their work for two years. 
  • These reports give a valuable perspective of work around the country.  They show that partnership boards are working to improve services and they show many examples of good practice.
  • This document sets out a template for Partnership Board Annual reports in 2011/12 summarising their work in the year to March 2012. 

Background

  • In the Valuing People Now summary report (DH 2010) for 2009/10 the Care Services Minister said the report gave clear information so that local people can see what progress has been made and improve services for people with learning disabilities. 
  • All 152 partnership boards completed the report. This showed that partnership boards wanted to improve services everywhere.  There were many examples of best practice. 
  • Good practice examples were in the summary report. They showed how people’s lives could improve and how efficiencies could be made.

This paper is about information to support the commissioning of health care services for people with learning disabilities in the English National Health Service. It is about how to monitor the health of, and the healthcare received by this particularly vulnerable group. The paper starts with a section on why commissioning organisations need to do this, but its main focus is on how to do it.  

 

Annual health checks were introduced as a „reasonable adjustment‟ to care in 2008 following recommendations by the Disability Rights Commission as a way of addressing the health needs of people with learning disability. General Practices are incentivised by a Directed Enhanced Service (DES) to offer a comprehensive health check including a physical examination, behaviour and mental health assessment for adults with learning disability. This study evaluates the impact of the health check on patients, practitioners and health services by exploring the views of health professionals, people with learning disability and carers, as well as by analysing clinical data recorded in General Practice clinical systems. 

This report provides a concise summary of this information and to provide links to key data collections. All of the information contained in this report relates to people with learning disabilities in England. Most of the data sources are based on a comprehensive national census of activity at either a given point in time or over a given period of time.
